A rival of Alexander Hamilton's Federalism, in fervent opposition to public debt, Gallatin eventually served as Thomas Jefferson's Secretary of the Treasury. He composed this sketch while serving in the House of Representatives.There, he created the House Committee on Finance, which later became the Ways and Means Committee.
